The Scottish Government’s proposed short-term let regulations are the biggest issue facing the self-catering and other small accommodation industry at the current time. Even in a pre-Covid context, these regulations would pose significant difficulties for the sector.
The Association of Scotland’s Self-Caterers welcomed the withdrawal of the Licensing Order by the Scottish Government on 18th February 2021. We consistently warned that the proposed legislation was not fit for purpose, would entail unintended consequences for our vital tourism industry and would heap costs on small businesses at a time when they could least afford it.
Contrary to commitments made by the Scottish Government, the Working Group has not adequately addressed concerns from stakeholders following the withdrawal of the Licensing Order.
There have been no real changes to the legislation for the two groups primarily affected by the proposals – namely, traditional self-catering and B&Bs, whose treatment in the last parliament caused the most political uproar and ultimately led to the regulations being withdrawn. In fact, additional provisions have been added to the revised legislation which will impact our sector, precisely the opposite of what was promised.
That was despite the ASSC and others engaging constructively with the Working Group, putting forward a workable and proportionate alternative to licensing – a mandatory registration scheme with health and safety provisions, which had cross-industry support.
Following the launch of the third consultation on the issue, our members have already indicated their disquiet about what has been proposed and the ASSC has expressed our disappointment at the manner in which the Working Group has been conducted.

Newly Formed Business group the Highland Business Partnership (HBP) has teamed up with the industry leading Association of Scotland’s Self-Caterers (ASSC) to run an online expert led panel session on debt management and refinancing options for business owners throughout the Highlands.
The pandemic has been a challenging time for everyone. For some of the most affected sectors, we can look forward to a (hopefully) busy period ahead, as visitors start to return to our beautiful region.
Business owners may, however, not be looking ahead to the leaner winter months, when revenues are much reduced and mounting debts have to be repaid.
HBP/ASSC believe NOW is the time to plant a seed of thought – debt management and financial planning – before it is too late for some. It is important to face up to the challenges ahead and to facilitate conversations for operators to be honest with themselves and their supply chain partners. We hope that this session will assist people in navigating through the coming years.
Small businesses are currently being supported to some extent by grants, furlough payments for employees and government backed loans but the financial support schemes are due to come to an end in the autumn and with the onset of repayments for CIBLS and BBLs, the risk of insolvencies increases at that stage. The webinar’s aim is also to facilitate small businesses approaching restructuring in order to survive and grow post crisis.

With the election now less than a month away, the Association of Scotland’s Self-Caterers will hold its first ever virtual election hustings. We have brought together candidates from Scotland’s five main political parties represented in the Scottish Parliament for you to question on their priorities for tourism in Scotland and how they can best support self-catering.
The past year has been incredibly challenging for all of those working in Scotland’s vital tourism industry, including self-catering. Nonetheless, we should be proud of the manner in which we have conducted ourselves, showing perseverance, tenacity and considerable patience in responding to the significant difficulties faced. The prospect of some self-catering reopening later this month provides some optimism for the future.
Looking ahead, the ASSC have published our first ever election manifesto entitled, Recovering, Reopening, and Revitalising: Building a Scottish Self-Catering Sector for the Future. This sets out our sector’s four main priorities for the next Scottish Government. This includes:

Vicki joined VisitScotland in 2005 after three successful years with Dumfries & Galloway Tourist Board where she held the posts of Head of Marketing & Visitor Services and Acting Chief Executive. Vicki played a key role in the region’s recovery post foot & mouth and delivered a three-year European funded Marketing programme working with local stakeholders.
Since then she has held a number of Senior Marketing positions within VisitScotland including Head of Local Marketing, Head of Content Marketing and Head of Customer Experience. Vicki has also been instrumental in leading the organisation’s digital transformation programme of work.
On 1st November 2019 Vicki was appointed as VisitScotland’s Director of Marketing, having undertaken interim responsibility for the role for 15 months while the previous Director of Marketing was on secondment to Scottish Enterprise.

Rene Looper has, for many years, been regarded as the go-to person in the Highlands for social media consultancy and training. He is an experienced and inspiring speaker, coach, strategist and trainer.
Rene was one of the first in Scotland to actively educate businesses on the potential of social media when he founded Tuminds Ltd in 2006 after setting up a successful 4 star hotel in Moray. In 2011 he was the industry expert on the Social Buzz Awards judging panel, alongside representatives from Google, Tesco, BBC and Microsoft.
Rene presents in an engaging, non-technical way. We are delighted to announce that Fergus Ewing, Cabinet Secretary for Rural Economy and Tourism & MSP for Inverness and Nairn will welcome attendees at the start of this Autumn Talk led by the Scottish Government’s Short Term Lets Delivery Group on the regulation of short-term lets.
This Talk will include a presentation by Andrew Mott, Chair of the Scottish Government’s Short-Term Let Delivery Group, Scottish Government and will will include a discussion around the regulation of short-term lets. In July 2020, the Scottish Government announced that they were resuming their plans, first unveiled back in January 2020, for the introduction of a licensing system, planning control areas, and a review of the tax treatment of short-term lets.
We are entering a period of engagement which provides an opportunity to properly assess and refine the detail of the regulations to ensure that there is an appropriate balance between the needs of local communities and Scotland’s important tourist economy. This will be an important one-time opportunity to connect directly with the Scottish Government’s Short-Term Lets Delivery Group to discuss the proposed licensing and planning measures.

Fiona has worked at VisitScotland for nearly 7 years. Her current role involves strategic planning and execution of marketing campaigns for the domestic UK market, as well as intermediary activity.
This session will be chaired by Rona Wallace, Senior Manager, Global Intermediary Marketing Team within the Industry, Destination and Development Team at VisitScotland. With a career in marketing and tourism of over 25 years, Rona has worked both in public and private sector in the UK and New Zealand. She has worked for large commercial airlines, tour operator, owner operator visitor attractions along with leading the development of a Destination Marketing Organisation. With VisitScotland she has worked consumer and B2B marketing roles and now leads the Global Intermediary Marketing Team within the Industry, Destination and Development Team at VisitScotland.

Jen Burton, Director at Landlord’s Little Helper has developed a training course to accompany the cleaning protocols developed for the self-catering sector in the context of Covid-19, commissioned by the ASSC. On this Talk Jen will give you practical advice and recent adjustments to cleaning protocols in light of fresh experience post Covid-19 and offer you the opportunity to ask any outstanding questions you may have.
Iain Jardine, Water Hygiene Consultant, Solway Water Management will discuss safe hot tub management and the legal requirements of operating them in a business setting.
Airlines and hotels have used dynamic pricing as a revenue management tool for decades, and the self-catering industry has followed suit in the last few years. With COVID-19 and the changing travel landscape, self-caterers need to invest in a dynamic pricing engine now more than ever before. Products like Beyond Pricing help self-caterers automate pricing variables such as seasonality, day of week, and local events to ensure an optimisation of average daily rate and occupancy. In this session, SuperControl and Beyond Pricing will highlight Scotland-specific self-catering data and provide insight on how to maximise revenue with a dynamic pricing solution.
This Talk will be presented by Jake Gingerich, Beyond Pricing’s Team Lead for European Markets. Jake helps self-caterers with 1 to 2,000 properties use Beyond Pricing to maximise their yield. Closely working with SuperControl and their customers, Jake is well informed on the Scottish markets and the unique challenges people face as an owner or agency.
The session will be chaired by Robert Kennedy, Product Director, SuperControl and Chair of the Association of Scotland’s Self-Caterers. Robert has been involved in the holiday rental industry since 1998 when he took on three family-run holiday cottages near Kirkcudbright. Robert is a long-term board member of the ASSC and recently took over as Chair. Robert and his wife Melinda launched SuperControl in 2007 to a UK holiday rentals market hungry for a specialist property management system. Today, SuperControl is used by 1,000 accommodation owners and agencies to run more than 40,000 holiday rentals across the world. SuperControl continues to grow and has gone from strength to strength.

We are delighted that Malcolm Roughead OBE, Chief Executive of VisitScotland, will participate in our first Autumn Talks. He will provide us with a ”State of the Nation” update for tourism in Scotland. After an understandably anxious start, communities across Scotland have begun to welcome visitors back, and the tourism industry is starting on the long road to recovery, putting the safety of their guests and staff at the heart of everything they do.
Marc Crothall, Chief Executive of The Scottish Tourism Alliance will also participate in this significant Autumn Talk speaking about the role of STA and how together with the tourism sector groups such as ASSC and UK counterparts they have been effective in getting our industry voice heard louder than the rest and get the traction and the many positive responses from governments to date – “Leadership & Collaboration – is a must to drive recovery and our future success!”.
